Question 2nd pro E or Mo

Which pro is better for ranger 2ndary for PvE Ele or Monk..or is there a better one?

Monk is better. "Rebirth" is a good reason to go /Mo, but look into skills like "Smite Hex" as well. About the only reason to go /Ele is for "Conjure x" and the additional damage from that is nothing spectacular.

Switch I think most Rangers don't use their secondary alot ,thus go r/mo for rebirth.

Generally rangers don't use much outside Conjure Flame/Frost/Lightning with an ele secondary. The ranger profession offers plenty of skills that really don't need a secondary prof, so I would suggest a monk secondary. You might use an ele skill in a couple builds you may use/try, but the rez spell will come in handy a lot more often. Later on if you choose, you will be able to run and farm better with monk skills as well.

I play R/Mo purely for mending. I am a runner and it helps for the constant counter for degen.

I like R/Mo for the hard (or soft i cant remember which is which) res ability. This is a valuable asset and R/E is a really powerful bowman. a R/E can use a vamp bow and conjure X with dual shot to do incredible damage. Also use it to had those few extra points to help take down a boss.

Hardly... i ran Conjure Flame once along with Kindle Arrows. Complete waste of time in terms of damage. The 10 energy you spend casting Conjure xxx could be put to much better use with a couple of bow attacks or using Kindle Arrows, in a stat line that also gives you a decent healing skill. Not to mention Conjure is 1. Shatter fodder and 2. VERY easily removed in Factions. Those few extra points would be more effective in Marksmanship giving you more damage and better chance of critical hit on each arrow or in Expertise, giving you lower energy skills to toy with.
